The future of Russia

Presidential elections in Russia. We already know that Dmitri Medveded, the official candidate supported by Putin will win. It is not an issue. The elections won't be fair and have not been fair until now. The real issue is what will be the behaviour of the newly elected president and his links with the future prime minister, Putin itself. We observed in the last days the first try of an emancipation. "Russia will stay as a presidential republic with one center of power". I remembered the strategy of Eltsine when he chose Putin. He wanted a non-charismatic guy that will be linked to his own interest. We know what Putin did with its heritage. Will we see the same rupture with Medvedev?

The independance of Kosovo, the only option

As it was foreseen, Kosovo unilaterally declared its independance last Sunday. After almost 9 years of full autonomy and de facto independance, there were no alternative to this solution. It is a political cycle which is closing, the last step of the dislocation of the former republic of Yougoslavia. After the independence of Montenogro last year, it should become a new political era for the Serbians. This issue of Kosovo has polluted the internal debate since years and the fascists and the nationalists gained support because of this situation. Now the situation is clear and the Democrats should not try to increase the political and diplomatic crisis. It should be the right moments for the Democrats to put the political and social priorities on other fields. Russia is using this at the moment to try to cut Serbia and the Serbian people to other Europeans. They already had an aggressive policy of acquisition of Serbian companies and ressources, they are just selling their political support to the Serbian Governement (in particular at the UN Security Council) to expand their political influence. It is now up to the Serbian people to decide what future they want, and it is time for the Democrats to be clear on their political priorities: do they want to strenghten the links with Kostunica, the prime minister, on a more and more nationalist point of view? Or do they chose the European future and to overpass this difficult debate on Nationalism to put the social issues at the top of the priorities? The welfare of the Serbians won't be improved with a Kosovo rattached to Serbia. What they need is more employement, better working conditions and better opportunities for the youth.

For Kosovo, challenges are just starting. They have to show that they are able to create a sovereign state, to build a fair justice and solid institutions. The EU has a strong role to play helping the new state to do so but it is mainly the responsability of the kosovars to decide. The place of the Serbian minority in the new institutions will be a test for the international community.

For the Europeans, they have an historical responsability. Unfortunately, the EU countries does not have the same position considering the recognition of the new state of Kosovo. Already six governements refused to recognize this state, mainly because of internal reasons. These divisions are killing any political will and we will need this will in the next future. If we want to avoid a new instability in the Balkans, the political message of the EU should be very strong, clear and united. We already know the nationalists will try to play the card of claiming the independence of Republica Serbka for example. This has to be a casus-belli for Europe. Never the EU will accept the independence of a state that would have been created throught the war in Bosnia. EU has to give political and economic perspective for the people of the region.

En bref..

La démocratie avance en Mauritanie..
Et comme souvent, cela se fait sans la France. Le coup d'Etat militaire avait été condamné par la France. Les militaires ont tenu parole, et les élections présidentielles se sont tenus ce dimanche, prouvant que Démocratie et l'Afrique sont loin d'être antinomiques comme essayent de nous le faire croire ceux qui justement sont prêts à tous les batons dans la rue pour maintenir l'Afrique sous dépendance. Le deuxième tour opposera un partisan de l'ancienne majorité contre l'opposant historique. C'est la première fois qu'un deuxième tour à l'élection présidentielle aura lieu.

Mais elle continue de régresser en Russie..
Elections régionales en Russie, et là c'est la situation est inverse. La démocratie continue de reculer dans l'indifférence la plus totale. Poutine avance sur la "non-démocratie". Seuls les partis qui soutiennent Poutine sont autorisés à se prononcer. Pour capter le vote protestataire, on crée de toute pièce des partis protestataires, dont on s'assure que la protestation restera bien encadré. C'est le cas du parti "La Russie juste" qui s'indigne de la montée de la pauvreté et dénoncent les inégalités..tout en soutenant Poutine. Par contre, les partis libéraux ont été tout simplement écartés comme Iabloko, ne soulevant que très peu de protestations. Je lisais dans la presse hier qu'une manifestations d'opposants et de démocrates avaient réuni 5000 personnes récemment et que c'était la plus grande manifestation de l'opposition depuis très longtemps. 5000 personnes! Pour la Russie! C'est dire le niveau anémique de la société russe actuelle. Il ne faut pas desespérer, disent les démocrates. La collusion avec les oligarches a sans doute contribué à expliquer leur rejet, mais c'est surtout le baillonement de la presse, effectuée de manière méthodique depuis plusieurs années par Poutine qui explique cela.

Faut-il parler avec la Syrie?
J'entends ce matin que M. Solana, le haut représentant de la politique extérieure européenne, se rend en Syrie. C'est incontestablement un inflechissement. Cela se fait avec le soutien plein et entier de la France, nous dit-on: là c'est un revirement dans la politique étrangère de la France. Pourquoi? Etant donné la situation en Irak, il semble évident qu'il faille discuter avec la Syrie, tant leur implication et pouvoir de nuisance est fort. Néanmoins dans le timing, cette visite peut faire débat. On sait que les syriens sont prêts à tout pour obtenir la fin des menaces pesant sur le régime, via le tribunal à caractère international sur l'assassinat de Hariri au Liban. Les pressions sur la Syrie pour qu'elle ne fasse pas entrave à l'enquête de l'ONU avaient été vaines. Et il y avait une ligne de fracture dans la diplomatie européenne avec d'un côté essentiellement Moratinos, ministre des affaires étrangères espagnols, avec l'appui italien qui cherchaient à inclure la Syrie dans le jeu et de l'autre côté la France qui considérait qu'il fallait isoler la Syrie jusqu'à ce que le tribunal international rende ses conclusions et que les coupables soient jugés. Il semble que cela soit la première optique qui soit en voie de remporter, du fait de la situation en Irak. Et on craint que le Liban fasse les frais du nouvel intérêt de la communauté internationale pour le régime Syrien. La stratégie de pression de l'opposition libanaise, Hezbollah en tête, aura également payé. La Syrie est incontournable, et cela au détriment de la stabilité régionale. Le Liban risque d'être la monnaie d'échange pour la Syrie qui sait jouer de ses multiples cartes pour assurer la survie de son régime. Je lis le communiqué de presse de l'agence de presse syrienne et cela renforce mes doutes. Je suis sur que Solana a annoncé sa volonté de parler du tribunal international. Rien ne transparaît. Mais comme à chaque visite d'un responsable international, le régime syrien sait très bien faire pour instrumentaliser la visite et en faire une visite de soutien.
