(Le Conseil de Sécurité) décide d’autoriser l’IGAD (autorité intergouvernementale pour le développment, organisation de pays est-africains, nldr) et les États membres de l’Union africaine à établir une mission de protection et de formation en Somalie, que le Conseil de sécurité examinerait, à l’issue d’une période initiale de six mois, après un exposé de l’IGAD, et dont le mandat, fondé sur les éléments pertinents du mandat et du concept d’opérations énoncé dans le plan de déploiement pour l’IGASOM, serait le suivant :Disons juste qu'au vue de la situation cette "mission de protection et d'observation" semble bien insuffisante au regard des enjeux.
a) Suivre les progrès réalisés par les institutions fédérales de transition et
l’Union des tribunaux islamiques dans l’application des accords issus de leur
dialogue;
b) Assurer la liberté de mouvement et la circulation en toute sécurité de tous
ceux qui prennent part au dialogue;
c) Maintenir et surveiller la sécurité à Baidoa;
d) Protéger les membres des institutions fédérales de transition et du
Gouvernement, ainsi que leurs principales infrastructures;
e) Former les forces de sécurité des institutions fédérales de transition pour
qu’elles soient en mesure d’assurer leur propre sécurité et de contribuer à faciliter le
rétablissement des forces de sécurité nationales somaliennes;
The Cedar revolution, peacefully launched by March 14 movement in 2005 lead to the withdrawal of Syrian forces, organized elections that resulted in establishing the government of the new independent Lebanon headed by Fouad Siniora.
Recent events in Lebanon are threatening to break the already fragile country with continuous assassinations of government ministers, members of Parliament, journalists and political officials, and the latest of minister Pierre Gemayel. IUSY condemns the internal and external pressures practiced by both Syria and Iran in the attempts to destablise the government and use Lebanon once again as an open battlefield in the region.
IUSY expresses its great concern and desire to see the immediate end of all external interference as well as all the breaches of Lebanese sovereignty, independence and democracy.
Gathering in Crete for the Mediterranean Committee, IUSY wishes to the following:
IUSY fully supports the legitimately elected government of Lebanon, headed by Fouad Siniora, and calls for dialogue between all the parties to enlarge and consolidate a national consensus. IUSY reaffirms its solidarity with the March 14 Movement in its efforts to preserve the sovereignty and the independence of Lebanon, in the framework of its constitutional institutions set forth in the Taef Accords.
IUSY supports all UN resolutions related to Lebanon, including 1559, 1595, 1636, 1644, 1680 and 1701.
1701 is crucial for future stability in the region therefore it must be carefully and thoroughly implemented. Any attempt to violate it, including flights over Lebanese airspace and smuggling weapons from Syria, will seriously jeopardize any resolution to the current crisis and therefore must be ceased.
IUSY calls for the immediate release and safe return of the 2 kidnapped Israeli soldiers and proceed to the exchange of prisoners as stipulated by the UN Security Council Resolution 1701.
IUSY wishes to see Lebanon recover its full sovereignty over all its territories. IUSY also supports the Lebanese government’s efforts to negotiate with all parties under the Sinora 7 point plan through the national democratic and internal dialogue in order to extend its authority over its own legitimate armed forces’ so that there will be no weapons or authority other than the Lebanese state.
Primarily, the Lebanese Army must be fully enabled to protect the state and then facilitate through means of internal dialogue that the military wing of Hezbollah and all military groups are disbanded.
IUSY unconditionally supports the creation of an International Tribunal to judge those who committed crimes against the former Prime Minister Rafiq Hariri and his colleagues, as well as other assassinations committed before and after these murders, including that of the Industry Minister, Pierre Gemayel.
IUSY calls upon the international community to work towards a solution to the conflict over the jurisdiction of the Sheba Farms. IUSY supports the call to place it under United Nations jurisdiction, which we believe would allow for a regional dialogue as stipulated in initiatives such as the the Saudi Arabian initiative as a first step in diffusing the tension in the region and call upon both governments and the international community to ensure the well-being and security of both the Israeli and Lebanese people.
IUSY gives full support to the efforts for economic recovery, social reform and reconstruction in Lebanon and joins those international organizations in the call to use the Paris III Conference as a mechanism for this. IUSY also calls upon the international community to contribute to these efforts. Furthermore IUSY firmly believes that the European Union must play a key role in these actions.
IUSY calls upon the international community to assist Lebanon in ensuring the deliverance of the maps of the landmine fields on Lebanese territory and considers this to be a basic humanitarian act.
IUSY will continue to give full support to its member organization PYO and the Progressive Socialist party in their courageous efforts in ensuring a peaceful future for all Lebanese people.
IUSY recognizes that there is a need to address the broader context of the crisis in the region, which must be addressed as a part of a comprehensive effort to bring peace and stability to the region. IUSY recognizes that the international community faces two choices in the region, it can either make strong efforts to recuperate the peace process or choose to stand aside and allow for the degradation of democracy, stability and peace. Thus, we call upon the international community and the Middle Eastern States to organize an international conference on peace in the Middle East in order to prevent a further deepening of the current crisis. We believe that the aforementioned elements laid out in this declaration are the basis for the revitalization of a peace process between Israel, Palestine, Syria and Lebanon.
Furthermore, given the high level of tension in the region, under the auspices of IUSY as a platform for dialogue, greater and consistent efforts should be made in order to optimize all opportunities for discussion amongst the IUSY member organizations in the region that would result in putting forth proposals for action in ensuring peace and stability in the region.

discuter de la mise en place du tribunal international, le Hezbollah et les partisans du général Aoun descendent dans la rue et remettent en cause la légitimité du gouvernement.

Yesterday was the internal elections within the Socialist Party. Three figures of the party were candidate for the next presidential elections: Segolene Royal, president of the region Poitou-Charente, Dominique Strauss-Kahn, former minister of Economy, and Laurent Fabius, former prime minister and minister of economy. Segolene Royal won at the first round with 60.62% of the votes, Strauss-Kahn obtained 20.83% and Fabius 18.54%. The turn-out was very important, more than 80%.
Our party changed a lot also. Nearby 70000 new members jjoined us since the beggining of the year and participated to their first internal elections. Lots of things need to be changed in this party. That's why we fight since 2002 for a "New Socialist Party". We have to create an open space of debate, discussion and mobilization. We have to make the links with the popular classes, too often forgotten in the public discussions. We need a party always more political. It is thanks to a strong Socialist Party that we will win the next presidential elections.
IUSY Statement “ Building a momentum for peace in Nepal”
For almost a decade Nepal has been hindered by a civil war that has killed almost 15,000 people and forced over 100,000 others to flee their homes. On the 7th November we have seen a momentous step forward with the announcement of an agreement between the multi-party government and the Maoists in an effort to end the civil war.
IUSY warmly welcomes this historic pact, which we believe offers the people of Nepal an opportunity to end the armed conflict in their country, and to build sustainable peace within an inclusive and democratic state.
The rebel’s agreement with the new government marks a breakthrough for Nepal as the country seeks to restore stability to a political system still in turmoil after the Maoist backed uprising against the autocratic King Gyanendra. The agreement reached at
Nepal's rebel leader, Prachanda, has said the Maoists will use politics not violence to "meet the aspirations of the people's longing for peace". "Our experiences have shown we could not achieve our goals through armed revolution so we have chosen the path of negotiation and formed an alliance with the political parties," Prachanda told a news conference in Kathmandu just hours after the accord was reached.
As part of the accord the Maoists have promised that the parallel state which include parallel justice systems and ‘peoples government’ in much of Nepal would be dissolved once they entered government.
However IUSY is concerned that the agreement is silent on a ceasefire and human rights accord and on managing the Maoist militia and does not criminalize Maoist intimidation and extortions. The Rebels have stated that they would only respect human rights and democracy and the rule of law "when a new constitution and a new government is formed". IUSY urges all parties involved in forming a new government to ensure that measures must be negotiated and put in place in order to protect the human rights of all Nepalese People, without this a sustainable peace will not be reached.
Strong efforts to implement democratic change is crucial
The two sides hope to sign a comprehensive peace agreement by November 16, dissolve parliament and form an interim parliament by November 26. Nepal's transitional government will be formed by December 1. Before that, parliament will be expanded to take in 73 Maoist members, only two fewer than the biggest party, the Nepali Congress.
The thorny issue of the future of the already disempowered monarchy will be determined at the first gathering of a constituent assembly due to be elected by next June. A simple majority will decide the institution’s fate.
UN Support is essential in making peace in Nepal a reality.
Already under the newly announced peace accord, the rebels' will place their weapons under UN supervision. Furthermore, before the assembly election the rebels will be confined to seven camps. They will keep the keys to their weapons but will be separated from them and the UN will closely monitor the locks. IUSY hopes that this step will bring about an eventual decommissioning of arms amongst the rebel groups.
Je prend le train tout à l'heure pour Bruxelles, où je participe à une table ronde organisée par le Global Progressive Forum sur la question du travail décent sur l'Afrique. Voici les questions auxquelles on nous demande de répondre:Le Parti Libéral Démocrate est le parti le plus récent en Serbie, fondé il y a moins de trois mois et aujourd’hui en pleine expansion. Se revendiquant de l’héritage politique de l’ancien premier ministre assassiné Djindjic (du Parti Démocrate), il critique l’évolution « populiste » du DP et son rapprochement avec le parti de Kostunica. Il est aujourd’hui le pilier d’une coalition pré-électorale avec le SDU, l’alliance civique, et la ligue social-démocrate de Voïvodine. Cette coalition pèse aujourd’hui plus de 5% mais est en rapide expansion.
Le SDP (aujourd’hui membre de plein droit de l’Internationale socialiste et de la IUSY) a quitté ce gouvernement mais les ministres SDP ont pour la plupart quitté le SDP pour rester au gouvernement. Le SDP a aujourd’hui deux députés et forme un groupe parlementaire (« la Serbie dans l’Europe ») avec des députés indépendants et du PSS (droite populiste). Le SDP travaille aujourd’hui à une alliance avec ce PSS. Ce dernier parti est dirigé par Karic, aujourd’hui en fuite suite à des accusations financières. Il serait vraisemblablement en Russie (information confirmée par les jeunes du PSS). Karic a construit sa fortune pendant l’ère Milosevic. Ses détracteurs mettent en avant ses liens financiers avec le clan Milosevic.
Résumons. Au niveau des partis de "Gauche": D'un côté le Parti Démocratique qui a un poids électoral incontestable mais des positions social-démocrates peu affirmées (c'est peu dire). De l'autre côté, une coalition de petits partis (dont SDU) beaucoup plus proches de nos valeurs. Enfin, le SDP qui s'est fourvoyé dans une alliance avec les populistes et qui doit sortir au plus vite de la famille socialiste.
Qu'en est-il du reste des partis politiques? Le principal problème de la Serbie aujourd'hui est le Parti Radical. Ce parti est aujourd'hui le premier parti avec plus de 35% des voix. Ce parti est clairement d'extrême-droite, nostalgique de la grande serbie. Pour eux, Mladic est un héros national, le Kosovo est une partie intégrante de la Serbie, il ne s'est rien passé à Sebrenisca. Ca fait froid dans le dos. Leur poids électoral s'explique par le soutien, d'un côté des personnes agés, grands perdants de la transition et nostalgique de l'ère Milosevic, mais aussi et c'est plus inquiétant de jeunes ayant grandi dans une ambiance nationaliste, soucieux d'en découdre. Aujourd'hui, les autres partis se refusent à former un gouvernement avec lui. Mais il est à craindre que ce cordon sanitaire ne tiendra pas longtemps, une alliance avec le parti DPS de Kostunica (le premier ministre) devenant une hypothèse de plus en plus probable.
Autre parti, le PSS qui était le parti de Milosevic. Ironie de l'histoire, ils soutiennent aujourd'hui le gouvernement de Kostunica qui fut celui fit chuter Milosevic en 2000. Cela montre bien à quel point la révolution du 5 octobre 2000 n'a pas été suivi d'une dynamique positive. Aujourd'hu, la Serbie rétropédale.
Ces quelques jours au Pérou m'ont permis d'en savoir plus sur l'APRA, l'Alliance Populaire pour la Révolution Américaine, parti d'obédience social-démocrate, membre de l'IS et de la IUSY.
C'est un ancien du parti de l'APRA qui nous racontait cela lors de notre visite a la casa del pueblo (le siège de l'APRA). En 1927, Haya de la Torre se rend à Bruxelles pour le congrès mondial contre l'impéralisme. Il y fait un discours fondateur définissant les trois points de divergence entre l'Aprisme et le communisme. Le capitalisme est le stade ultime de l'impérialisme et non le contraire pour les pays dans lesquels la production capitaliste n'est pas suffisamment avancé."nuestra definición del imperialismo, contraria a la de Lenin, sostiene que el imperialismo es laAutre point central de la théorie de Haya de la Torre et de l'APRA depuis sa création: il ne saurait y avoir de dictature du prolétariat. Toutes les formes de domination sont inacceptables et la révolution ne peut amener avec elle une nouvelle forme de domination. L'APRA prone un front uni des travailleurs manuels et intellectuels, et la Démocratie comme outil. L'unité latino-américaine prend par ailleurs un poids considérable dans les priorités de l'APRA.

les pauvres, coiffeurs, marché, garderie. L'APRA garde la caractéristique de ces grands partis à forte tradition. Une tradition extrêmement forte. Cela se ressent dans les discours où on renvoit constamment aux heures glorieuses de l'Aprisme, aux combats des chefs fondateurs. Lorsqu'on débute une réunion, on se lève et on salue. "APRA, PRESENTE", ca fait froid dans le dos. Surtout si vous voyez le signe. A la fin de la réunion, on se lève et on chante l'hymne de l'APRA. Surprise, on connait bien l'air. Cela s'appelle: "La marseillesa Aprista", c'est l'air de notre Marseillaise nationale avec des paroles révolutionnaires péruviennes. Ca vaut le coup d'oeuil. (voir les paroles ici).
