This week-end : IUSY European Committee in Kiev
Ten months after the so-called "Orange Revolution", i will be this week-end in Kiev (Ukraine) for the European Committee meeting of IUSY. We will discuss, of course, of the political situation in Ukraine few weeks after the resignation of Youlia Tymoshenko, the former prime minister. We will have also the political reports of the Bulgarian (see "Quoi de neuf en Bulgarie" on this blog), the German (see "German Elections", and the Norwegian comrades (see "the victory of the left in Norway") after their national elections. Feta is Greek!

À la veille du sommet européen informel sur le modèle social européen convoqué par le président en exercice de l’Union européenne, Tony Blair, le Mouvement des Jeunes Socialistes rappelle ses exigences pour une Europe sociale.
Le Traité Constitutionnel Européen a été rejeté en France et aux Pays-Bas, parce qu’il n’a pas été perçu comme un outil capable de créer de nouvelles protections collectives sans convaincre qu’il ne portait pas atteinte à celles qui existaient déjà. Aussi, les jeunes socialistes demandent l’adoption d’un traité social européen qui fixerait des critères de convergence sociaux à l’instar de ceux établis en matière économique par les critères de Copenhague.

This week-end National Council of MJS
This week-end, we have the last national council of the mandate. It is what we call" le Conseil National de Synthèse". Each members had the possibility to present some amendments to the position paper presented by the national board. After two months of debates at all the level of MJS, we will vote this week-end all the amendments. This year, we also proposed to the organizations with which we work to propose amendments. A very interesting initiative, NGOs, trade unions proposed us some very good ideas.After this week-end, all the political groups can decide either to support this position paper or to propose an alternative one. And after this, again, two months of debates in the local structures!

L e quinzomadaire satirique de l'actualité africaine, Le Gri-Gri International, publie jeudi 20 octobre des extraits d'un livre écrit par un diplomate consacré à l'action de Dominique de Villepin aux Affaires étrangères. "Les Cent semaines", écrit sous le pseudonyme de Jean Saint-Iran, n'est pas tendre avec l'actuel Premier ministre. Il lui est notamment reproché une certain arrogance à l'égard de l'Afrique, voire une certaine méconnaissance des dossiers.Gri-Gri International, qui en publie en exclusivité les bonnes feuilles, s'attarde en particulier sur la politique africaine de Dominique de Villepin. Edifiant.
S’il doit apporter quelque chose de significativement différent de ce qu’ont fait ses prédécesseurs, c’est bien en Afrique qu’on le verra. (…) Dès son arrivée, Villepin rassure, la France est de retour. Action, déclaration, on va voir ce que l’on va voir. Et de fait, l’on voit : le 3 juillet, Villepin est à Madagascar où il se réjouit que le président de la République soit un ami de la France. Sauf qu’il s’agit de Ravalomanana et non du réputé pro-français Ratsiraka. Le dossier malgache se ferme avec comme un sentiment d’amertume chez les diplomates et d’incompréhension en Afrique et à Washington, où l’on se demande pourquoi la France se refuse à admettre que reconnaître le résultat de l’élection sans laisser entendre que l’on va essayer de le changer est finalement le plus simple…"

Petroleum and GATS
Yesterday, i was invited in France Europe Express, on the French public Channel France 3. 5 minutes of intervention just at the end of the programme. The debate was about the consequences of the rise of the petroleum's price. I focus on two points, as i didn't have a lot of time. The first one about the consequences of the price of petroleum on the production and consumption modes. We have to take into consideration, even inside of the firms, the environmental impact of the decisions. The second thing was an interpellation of Thierry Desmarets, the boss of the petroleum firm TOTAL, about their responsibility in the negative system of Francafrica (On this, you can read what i wrote on this blog : "For another French Policy in Africa"). He clearly doesn't answer to this question.You can see the emission on the webpage of France Europe Express.

OMC - restons vigilants!

A message from the comrades of MJS Jura
Last Sathurday, a demonstration was organized in Geneva in the framework of the international mobilization, before the WTO Summit of Hong-Kong, in favour of fair trade. The report of the comrades of MJS France that were at this demonstration.
Samedi 15 octobre 2005, Genève. Quelques camarades issus de plusieurs organisations dans lesquelles nous militons (UNL, UNEF et MJS) ont participé à la mobilisation internationale organisée dans le cadre du Conseil Général de l'OMC qui va débuter ce mercredi et qui doit faire le point sur les négociations préparant le sommet de Hong Kong en décembre. Après l'échec de Cancun, l'OMC a fait le choix de préparer les négociations à l'occasion de Conseils Généraux. La conférence ministérielle de Hong Kong ne venant ainsi qu'entériner les décisions prises de manière toujours plus opaque et toujours plus anti-démocratique.
Mobilisation internationale avec des organisations venues de France, d'Espagne, de Grande Bretagne, d'Amérique latine ou encore d'Afrique, elle a rassemblée près de 3000 personnes dans les rues de Genève. Malgré cela, aucune information n'est arrivée jusqu'en France. Ce fut pourtant l'occasion d'exprimer une solidarité internationale envers les pays du Sud et de dénoncer les pratiques opaques de l'OMC, dont nous demandons une réorganisation totale.
En effet, nous ne remettons pas en cause l'existence même de la mondialisation mais bel et bien son organisation actuelle, favorisant une domination des riches sur les pauvres, du Nord sur le Sud. Nous ne pouvons admettre que des instances dont nous ne pouvons même pas connaître le fonctionnement décident et dirigent le monde, imposant leurs décisions au politique. Ces instances s'appellent OMC, FMI, Banque Mondiale. Nous considérons qu'elles doivent changer de cap, prendre en compte les normes sociales et environnementales dans leurs décisions et doivent faire l'objet d'un contrôle renforcé de l'ONU.

Côte d'Ivoire, comment sortir de la crise?

Qu'on le veuille ou non, la France sera constamment soupsonné de partialité dans la crise. La crise de novembre dernier exacerbe encore plus les tensions entre les acteurs. Suite au bombardement de positions françaises par les troupes de l'armée ivoirienne, la riposte de la France est démesurée. Destruction de l'ensemble de la flotte aérienne de la Côte d'Ivoire, occupation de l'aeroport, des principaux points stratégiques d'Abidjan, du port et des ponts. De nombreuses manifestations éclatent et font ressurgir la haine anti-français. La repression des manifestations par l'armée française est violente : plus de 60 morts parmi la population civile ivoirienne. le résultat est désastreux. Plus de 8500 expatriés français sont obligés de fuire le pays. In November 2004 – after the failure of the disarmament process – the Ivorian army launched an armed offensive on the territories held by the rebels. In this attack, a French military camp was bombed. This action caused a reaction of the French army in which they neutralized important parts of Ivorian aviation. After this act, many demonstrations occurred, overflowing
widely in violence in the streets and attacks on the French and the foreigners. UN intervention, together with the African Union commitment, didn’t bring stability to the country at the moment. The violation of the ceasefire and the reopening of a military confrontation brought to the UN resolution 1572. IUSY is standing for a real peace process in Ivory Coast having a constant dialogue with JFPI and other African youth organisations in the region.
IUSY World Council realises with regret the decrease of the socio-political situation in Ivory Coast. IUSY is:• Observing the increasing of the country division and the last developments of the Ivorian
crisis.
• Considering the efforts of the President Gbagbo in the resolution of the crisis and the implementation of certain reforms.
• Seeing the urgency to proceed quickly to the reunification of Ivory Coast in order to organise free and democratic elections in 2005.The IUSY World Council calls for:
• The immediate end of violations on Human Rights, on liberty of expression and opinion, and all the violence committed both in the rebel zone and in the governmental zone.
• The immediate disarmament of the rebels. The UN and all the international community must use its powerof pressure to constrain the «New Forces» to deposit the weapons and accept the democratic ways. The UN office of Ivory Coast has therefore to fully exercise their mandate in order to «help the Government of national reconciliation execute the national program of disarmament, demobilisation and reintegration of the fighters» and to «help the Government of national reconciliation to reestablish the authority of the State everywhere in Ivory Coast».
• The implementation of a political solution on the basis of the UN resolutions and in the framework of the agreements of ACCRA III. The division of the country is unacceptable, but the military option will only reinforce tensions and divisions within the society and decrease the possibility for a reconciliation process. The respect of the Linas-Marcoussis and Accra III Agreements is the only legitimate way out of the crisis with the help of the AU mediation.
• Advice the international community to do everything in order to submit the modification of the article 35 of the constitution concerning the eligibility to a referendum under the control of the UN.
• The strengthening of the UN mission in Ivory Coast (ONUCI), a reinforcement of its military
capacities and a strong implication of the CEDACAO and of the African Union.
Therefore we call on the government of Chirac in France to withdraw progressively, to put an end to the “Licorne” operation and integrate its forces with the UN ones. Those are the signs from the international community that are necessary in order to reestablish the confidence with the population of Ivory Coast.
• Strongly condemn the intervention of the french army and ask the UN to put in place an international inquiry in order to have a clearer vision of what happened.
• Reaffirm his support to the FPI and to the ivorian people.
• Advice the international community to do everything in order to submit the modification of the article 35 of the constitution concerning the eligibility to a referendum under the control of the UN.
• Fully support the initiative of the President Mbeki in Ivory Coast and ask to the African Union to give a more important place in its action to the resolution of the crisis.

Avec les victimes de l'Agent Orange!
Together, let's help the victims of Agent OrangeCreated at the initiative of the young Vietnamese of France and of Vietnam, the Vietnam-Dioxin Collective is a gathering of people and organizations whose goal is to participate in an international campaign of inform public opinion and raise awareness on the continuing effects of the massive use of herbicides and pesticides (of which the infamous "Agent Orange") in Vietnam, Cambodia and Laos between 1961 and 1971.
Aujourd’hui, plus d'un million de personnes souffrent de maladies graves, de cancers et de handicaps suite aux épandages de défoliants et d'herbicides, en particulier l'AGENT ORANGE contenant de la DIOXINE et 200 000 enfants forment une troisième génération de victimes atteintes de malformations et de dysfonctionnements graves du système immunitaire et nerveux.
Depuis 30 ans, ni le gouvernement américain, ni les fabricants de l’Agent Orange ne se sont décidés à venir en aide, massivement, aux victimes.
En 2004, les victimes vietnamiennes ont porté plainte contre 37 entreprises qui ont fabriqué les défoliants mortels (principalement DOW CHEMICAL et MONSANTO), comme l’avaient fait en 1984, les anciens combattants américains souffrant des mêmes maux.
A l’époque, les vétérans américains n’avaient obtenu que 180 millions de dollars de réparation. Les victimes vietnamiennes elles, ont été déboutées, par un jugement rendu à New York le 10 mars 2005 et ont décidé de faire appel.
Face à cette tragédie, des citoyens et associations du monde entier se mobilisent au travers d’une campagne internationale pour :
• exiger qu’une aide sociale et médicale soit apportée d’urgence aux populations les plus touchées,
• témoigner pour la paix

De retour du comité méditerranéen de la IUSY

La IUSY tenait son week-end son comité méditerranéen à Larnaca (Chypre). J'y représentais le MJS. Trois principaux débats : la situation au Liban, le conflit israélo-palestinien et la situation à Chypre.
- La situation au Liban
Après la victoire de l'opposition aux dernières élections législatives, le Liban avance sur la voie de la démocratie. En présence des camarades du PSP (Parti Socialiste Progressiste, le parti de Wallid Joumblatt), nous avons débattu du processus de démocratisation, de la recherche de justice face aux derniers actes de violences politiques (assassinats). Les israéliens (Young Labour) ont posé la question du Hezbollah, les débats furent vifs sur cette question. Les libanais ont rappellé l'importance de maintenir l'unité nationale et de ne pas pousser le pays à la guerre civile. La résolution adoptée lors de ce comité salue la victoire de l'opposition et le retrait des troupes syriennes, demande toute la vérité dans les assassinats, et appelle à la continuation des réformes politiques dans l'esprit des accords de TAEF. Il est également mentionné la résolution 1559 de l'ONU.

- Le conflit israélo-palestinien
La IUSY est un cadre privilégié pour des débats entre jeunes israéliens et palestiniens. En présence des jeunes du FATAH côté palestinien et des jeunes travaillistes et du MERETZ-YAHAD côté israéliens, les débats furent intenses et fructueux. La résolution adoptée prend en compte le récent retrait israélien de GAZA, appellant à régler au plus vite le problème de la circulation des hommes et des marchandises venant et se dirigeant vers Gaza (notamment avec l'Egypte et la Cisjordanie). Des débats vifs sur la question du droit au retour des réfugiés et sur la question du mur. Dans un souci d'appaisement, la résolution appelle également à la libération de Marwan Barghouti.

- La situation à Chypre
Les camarades chypriotes-grecs de NEOS acceuillait ce comité méditerranéen. Etaient invités les jeunes du Parti pour le progres et la démocratie (Chypriotes-turcs). Une déclaration commune entre les deux organisations fut adoptée, appellant à la réunification de l'île en dépit de l'echec côté grec du récent referundum. Appellant à la réconciliation, la démilitarisation et la reconnaissance mutuelle, c'est un grand pas en avant dans la collaboration entre jeunes chypriotes grecs et turcs.
Toutes ces résolutions seront soumis au prochain congrès de la IUSY pour adoption.

Huge demonstrations in France today against the "employment" policy of the government
demonstrated against the government. 150000 people in Paris (where i was), 100000 in Marseille, but also 30000 in Nantes or Bordeaux. All the trade unions called for this day of action with demonstrations all over France and strikes in a lot of sectors.

Les libertés chèrement acquises sont en perpétuelle danger, particulièrement ces derniers temps.
En effet, quoi comme meilleure exemple que les atteintes aux libertés et le refus par les autorités que s’expriment la moindre opposition à la charte portée à référendum le 29/09 dernier.
La constitution Algérienne piétinée, les lois garantissant les libertés d’expression bafouées , les militants(es) exprimant leurs refus à la charte interpellés et malmenés , les médiats public privatisés par et pour une caste et enfin des résultats référendaire manipulés a outrance , frisant le ridicule et le grossier .
Alors oui, il est plus que temps de se mobiliser pour nos libertés, nos acquis démocratiques car demain il risque d’être trop tard. Le despotisme qui est en train de s’installer doit être combattu. IL Y A URGENCE.
« A l’impossible nul n’est tenus, à l’évidence tu te dois ».
Pour garder notre mémoire vivante, pour rendre hommage aux femmes et aux hommes qui ont combattus pour la DEMOCRAIE.
Pour dire que nous ne céderons pas et que notre résistance continuera.

Socrates will hold a referendum to allow abortion in Portugal!
It is one of the most important struggle of our comrades of Juventude Socialista in the Parliament in Portugal. Abortion is still forbidden and it needs a referendum to change the law. The referendum will take place. It is a very good news for women rights. During the last ECOSY congress, MJS France proposes, together with JS Portugal, Labour Youth Ireland, FMS and FMUP Poland a resolution to ask the recognition of abortion as a European Right (inclusion in the Charters of Fundamental Rights and legalization in all the European countries). PORTUGUESE ABORTIONVOTE: MODERNISING EUROPE'S SOCIAL MODEL
Portuguese Prime Minister José Socrates' decision to hold a referendum on abortion, agreed this week in
a vote of the Portugese Parliament, shows how the debate about 'social Europe' should be about modernising and extending social rights said Poul Nyrup Rasmussen, President of the Party of European Socialists. "This is a brave decision which will be applauded by people throughout Europe" said Poul Nyrup Rasmussen. "Women's rights are a cornerstone of social Europe, and Portugal is one of a few countries in Europe with very restrictive abortion laws, so it is right and proper there should be a debate and democratic vote on it.""The debate in the European Union about 'social Europe' should not just be about reforming our social model but also about strengthening it" said the PES President. "By calling what will no doubt be a controversial referendum José Socrates is asking a very relevant question about the rights of women. Everyone says Europe's social model needs modernising - here we have a very concrete example of a Government giving its people the chance to do precisely that."
Zita Gurmai, President of PES Women, said "I strongly support José Socrates' excellent initiative. The need to extend women's rights seems to have dropped off the agenda of social Europe. Congratulations to Socrates and his Socialist Government for putting it back where it deserves to be."
"It is a refreshing contrast to the religious conservatism that is having an increasing influence on policy in other parts of the world outside Europe."
She added "I hope it creates a debate on abortion rights in other EU states where the law is very restrictive."

Yep! In New Zealand, the Labour won officially the elections. Helen Clark will become Prime Minister again. It is the first time the Labour won three times successively the elections. It will be quite difficult to build a coalition. The majority they have is very small. Good luck to her and congratulations to the Labour and the Young labour. ![]()
No mas Violencia, No mas Discriminacion
MULTITUDINARIA CONVOCATORIA DE LA JUVENTUD SOCIALISTA DE CHILE
Más de 12 mil personas llegaron ayer a Plaza Italia para encontrarse en el evento No + Violencia, No + Discriminación, organizado por la Juventud Socialista de Chile. En la oportunidad se presentaron diversas bandas y estilos musicales como Lulu Jam, Saiko, Kike Neira, Boomer, entre otras. El acto, también convocado por la Juventud Judía de Chile, el Sindicato Transexual Amanda Jofré, la FEUC, el CEDUCH y la FEUSACH, no arrojó detenidos y se desarrolló en un completo ambiente de fiesta, que reunió a jóvenes, niños y familias completas que se dieron cita en plena plaza Italia hasta la calle Condell. Acompañó a esta actividad un paseo de la diversidad donde más de 15 stands de distintas agrupaciones pudieron entregar informativos y divulgar sus visiones hacia el Chile de hoy.
Al respecto el presidente de la Juventud Socialista, organizador del magno evento, señaló: “Estos son los espacios que hacen falta en nuestro país. Hemos querido decir ¨No + violencia, No + discriminación´ porque no basta con una constitución nueva que ha cambiado de firma. Hemos dejado atrás a una generación del ´no estoy ni ahí´ para dar paso a una comprometida con los problemas de Chile. Queremos que se reconozcan y respeten los derechos de las comunidades indígenas y diversidad sexual, una constitución que asegure la no discriminación racial, cultural y socioeconómica”.
En sus palabras también dejó de manifiesto que la Juventud Socialista seguirá impulsando acciones concretas para generar cambios radicales en esta materia.
