My last IUSY congress..

This congress of IUSY was the last one for me. After two years of work within IUSY as coordinator for social movements and GPYF, the congress took a decision. The vote was clear. My organization and me do not share the same vision of a political youth movement with the majority of IUSY organizations (at least the ones that were at the congress). We fought since years for an international movement of young socialists more involved with the social movements, active within the social forum, with the trade unions, with the NGOs that have a real impact at the international level. We are not living in a bubble and our candidature was a clear message for a more open IUSY, open towards the international movement, towards a more active IUSY at the international level. It is what we tried to do in the past two years, with my involvement within the Decent Work - Decent Life campaign steering group, with the ITUC, with ActionAid on the fight against EPAs. We tried to develop concepts of actions and to give a real frame for action at the international level. But sometimes, the principle of political responsibility doesn’t seem to be the top priority of our movement. I don't have to hide what I did or what I did not in the past two years. It was the basis for future actions but the direction chosen by IUSY is the opposite one. Some will argue that they agree with us on this vision even though we disagreed on the vote. From our side, we never make a distinction between the political line and the strategic positions.

I am worried about an organization that cares more about its internal struggles and subtle balances than about the political goals we have outside the organization. IUSY can be much more than a playground for young leaders that want to practice their strategic skills.

I sincerely wish good luck to Jacinda Arden, the newly elected president. I wish all the best to Zita who is now responsible for social movements and GPYF, and to Kati as a feminist coordinator. I congratulate the newly elected presidium. All of them. Lots of them are friends. I am really happy for Judicael (Benin), for Silje (Norway), for Daniel (Chile), Uri (Israel), Pavel (Mexico) and some others. I'm sure they will make a great work within this presidium. I thank all the comrades with whom I have worked during these years of involvement at the international level. Don't worry, MJS France and its international team lead by Benoit Curinier will continue the fight for a certain vision of international activism. :-)

For me, I will continue my involvement at the international level through different ways, through the work of Fondation Jean Jaures and other think-tanks at the international level, through my work of development economist at university... I never saw the participation in the IUSY presidium as a goal as such, as an accomplishment to add one line to my CV. My organization and I wanted to bring something to IUSY. But it is still possible to be active and to make a difference outside of this international platform...

IUSY congress in Santo Domingo

Here we are! I arrived on tuesday night in Santo Domingo for the IUSY congress. The presidium meeting started yesterday and is continuing today. Tonight, we have a public meeting with the candidate for the presidential elections of the PRD. I'll keep you updated later!

Peu de temps pour écrire en ce moment. Je vous fait d'ici quelques jours le compte-rendu du Presidium de la IUSY, marqué par la rencontre avec le Président Thabo Mbeki. Nous avons échangé sur le commerce international, sur les APE, l'OMC, les Nations-Unis, l'appartheid économique en Afrique du Sud, le Sida, sur le prochain sommet UE-Afrique de Lisbonne.. 1 heure d'échange détendu. Presidium de la IUSY

Départ pour le presidium de la IUSY ce soir à Johannesbourg. A l'ordre du jour, essentiellement la préparation du centenaire de la IUSY qui sera célébré à Berlin fin août et rencontre prévue avec le président sud-Africain Thabo Mbeki.

Nouveau blog: Ntji de l'ADEMA Mali

Je vous invite à aller visiter et à mettre en lien le blog du camarade Ntji Diawara, secrétaire général de la jeunesse ADEMA (Mali) de France, membre de la commission de contrôle de la IUSY. Bien connu des camarades du MJS France (surtout les habitués des camps d'été), il avait travaillé avec nous à l'organisation de débats sur l'immigration dans les foyers de travailleurs, et avait participé au contre-sommet Françafrique organisé à Cannes au début de l'année. Le MJS travaille par ailleurs depuis de nombreuses années avec les jeunes de l'ADEMA.

Comité européen de la IUSY et dimanche électoral

Je vous invite à lire les comptes-rendus d'Estelle et de Benoît. Satisfaction de ce comité européen: les discussions sur un nouveau partenariat UE-Afrique. Le Portugal organisera en décembre un sommet sur la question. Nous avions adopté une déclaration lors du forum euroafricain de la IUSY à Johannesburg. Nous continuons au sein du comité européen les discussions. Les jeunes syndicalistes souhaitent organiser un forum en décembre, nous essayerons de voir ce qu'il est possible de faire avec le GPYF.

Réunion du Global Progressive Youth Forum également où nous finalisons le programme de la semaine de la social-démocratie /camp d'été du GPYF qui se tiendra en Serbie du 6 au 12 Juillet. La secrétaire générale de la IUSY réunit le presidium pour un "update" de la situation au Proche-Orient. Situation plus que jamais préoccupante: des batailles éclatent au sein des camps de réfugiés palestiniens entre militants du Hamas et du Fatah. Les camarades libanais du PSP sont très préoccuppés et craignent l'escalade. En Palestine, les militants du Hamas menacent tous les militants du Fatah et leur famille. Ambiance délétère. Impossible de se rendre aux check-points au risque de se faire descendre. Si le leadership des jeunes du Fatah sont en sécurité au Caire, une grande préoccupation pour leurs familles. Nous sortons un communiqué et appel à action dans les prochains jours, je vous en reparlerai.

Je repars dimanche matin très (trop) tôt. Invité dans ma fédération du MJS (celle des Yvelines) où je parle de l'international dans une formation pour les jeunes adhérents. Grand plaisir à revenir dans la fédé dans laquelle j'ai été animateur fédérale pendant de longues années. Le renouvellement fonctionne à bloc, et le dynamisme de la fédé fait plaisir à voir. On me donne 30 minutes, j'en prends 1h20 encore groggy par le manque de sommeil. Lignes de clivages dans les organisations internationales de jeunes socialistes, Europe, Françafrique, militantisme international. Tout y passe. Je dois m'eclipser après de nombreuses questions.

Soirée électorale. 207 députés pour le PS. Satisfaction. Régis Juanico, ancien président du MJS, est élu, Olivier Dussopt, ancien camarade du MJS aussi. De belles surprises aussi, JJ Urvoas dans le Finistère (Sylvain est ravi), JP Gilles à Tours (là, c'est Adrien qui est content). A Paris, carton plein: Sandrine Mazétier dans le 12eme. Le triathlète aura l'occasion de revisiter le 12eme lors du prochain marathon. On regrette juste la réelection de Tibéri dans le 5eme (52%). Mais la victoire reste possible dans l'arrondissement pour les prochaines municipales. Delanoé peut aussi préparer sereineement ces élections. Le changement partira peut-être de Paris!

Discussions sur le proche-orient

Comme Benoit se décide pas à poster, (Estelle non plus d'ailleurs), je m'y colle ;-)
Discussions sur le Proche-Orient et la situation en Palestine, en Israël et au Liban.
Première info: la direction du Fatah Youth est actuellement au Caire. Pas de problème de ce côté-là donc. Mais la gravité de la situation à Gaza est une grande préoccupation, comme vous pouvez l'imaginer. La situation incite les rénovateurs du Fatah a acceleré le processus de rénovation. La IUSY qui apporte son support à l'organisation du congrès du Fatah Youth a donc un rôle particulier à jouer. La communauté internationale porte une lourde responsabilité dans la crise actuelle. Comme le décrit très bien le rapport de l'ancien rapporteur des Nations Unis au proche-Orient, la dynamique menant à l'escalade actuelle s'explique en partie par la politique d'ostracisation du gouvernement du Hamas et à l'axphyxie économique créee par le blocus et la suspension de l'aide décidée après la victoire du Hamas. Le comité adoptera demain une résolution du comité européen demandant la levée des sanctions.

... C'est sur le blog de Benoit Curinier, le nouveau secrétaire à l'international du MJS. J'y suis aussi, mais comme il a son ordinateur devant lui constamment, je pense qu'il postera plus souvent que moi.

Forum Europe-Afrique de la IUSY

J'étais à Johannesbourg la semaine dernière pour participer au forum UE-Afrique organisée pour discuter de la contribution de la IUSY à la consultation publique sur la relation Europe / Afrique. 40 participants venus d'Afrique et d'Europe. Nous avons échangé sur les thématiques du travail décent, de la paix et de la sécurité, du développement et du commerce, et de la démocratie et gouvernance. En tant que coordinateur IUSY pour les mouvements sociaux et le GPYF, j'ai moi même particulièrement travaillé sur les thématiques du travail décent et de développement.

En particulier, la déclaration demande à la Commission Européenne d'explorer toutes les alternatives possibles aux Accords de Partenariats Economiques UE-ACP qui doivent être signés d'ici à la fin de l'année et, permettant la libéralisation des pays ACP, risquent d'avoir de lourdes conséquences pour le développements de ces pays.

Socialiste, Internationaliste, la dernière ligne droite

J'étais ce week-end à vienne pour le Presidium de la IUSY (Internationale des Jeunes Socialistes). C'est une année importante pour la IUSY car nous fêtons cette année le centenaire de cette organisation, créee en 1907 en Allemagne par quelques camarades venus d'Allemagne et de France principalement. Aujourd'hui, c'est plus de 130 organisations venant de plus de cent pays des cinq continents qui sont membres de cette belle organisation. Evidémment, il reste des trous noirs. On attend avec impatience l'adhésion du PT du Brésil ou du MAS de Bolivie. Nous avions beaucoup discuté avec les camarades du PT qui préférent pour l'instant rester à l'extérieur. Les camarades du MAS de Bolivie (le parti de Morales) ont eu envoyé une demande d'adhésion. On s'en réjouit. ll n'ya pas de fatalité à la division de la Gauche en Amérique Latine et le Socialisme de Morales a toute sa place dans la famille. Pendant ce présidium donc, nous avions passé beaucoup de temps à préparer le centenaire. Une conférence aura lieu à Berlin le dernier week-end d'Aout (voir les infos ici). Un livre sera édité à l'occasion, théorisant nos combats, préparant les combats futurs. J'y contribuerai notamment au travers du prisme du travail et du développement. A signaler également des débats sur le Kosovo ou sur la stratégie de la IUSU dans les Amériques.

Ici en France, dernière ligne droite dans la campagne électorale. On jettera donc nos dernières forces dans la bataille pour que la Gauche soit présente au second tour, pour que la Gauche soit en mesure de gagner le 6 Mai. Pour cela, le 22 avril, il n'y a pas d'alternatives. Le vote Royal.

World Social Forum - Forum Social Mondial (Nairobi)

The World Social Forum will take place this year between 20th and 25th of January in Nairobi (Kenya). I will be there to coordonate the activities of the Global Progressive Youth Forum (GPYF) and IUSY. We will organize four debates: one on Decent Work for young people, one on child labour, on on networking in Africa and the last one on the European Partnership aggreements in the following of the Euro-African Forum we held in Brussels in october. I will post on this blog the final program of GPYF.

IUSY resolution on Lebanon

Here the resolution adopted by the Mediterranean committee of IUSY last week-end. It was long and intense discussions but the outcome is good.

Lebanon-A democracy under threat

The Cedar revolution, peacefully launched by March 14 movement in 2005 lead to the withdrawal of Syrian forces, organized elections that resulted in establishing the government of the new independent Lebanon headed by Fouad Siniora.

Recent events in Lebanon are threatening to break the already fragile country with continuous assassinations of government ministers, members of Parliament, journalists and political officials, and the latest of minister Pierre Gemayel. IUSY condemns the internal and external pressures practiced by both Syria and Iran in the attempts to destablise the government and use Lebanon once again as an open battlefield in the region.

IUSY expresses its great concern and desire to see the immediate end of all external interference as well as all the breaches of Lebanese sovereignty, independence and democracy.

Gathering in Crete for the Mediterranean Committee, IUSY wishes to the following:

IUSY fully supports the legitimately elected government of Lebanon, headed by Fouad Siniora, and calls for dialogue between all the parties to enlarge and consolidate a national consensus. IUSY reaffirms its solidarity with the March 14 Movement in its efforts to preserve the sovereignty and the independence of Lebanon, in the framework of its constitutional institutions set forth in the Taef Accords.

IUSY supports all UN resolutions related to Lebanon, including 1559, 1595, 1636, 1644, 1680 and 1701.

1701 is crucial for future stability in the region therefore it must be carefully and thoroughly implemented. Any attempt to violate it, including flights over Lebanese airspace and smuggling weapons from Syria, will seriously jeopardize any resolution to the current crisis and therefore must be ceased.

IUSY calls for the immediate release and safe return of the 2 kidnapped Israeli soldiers and proceed to the exchange of prisoners as stipulated by the UN Security Council Resolution 1701.

IUSY wishes to see Lebanon recover its full sovereignty over all its territories. IUSY also supports the Lebanese government’s efforts to negotiate with all parties under the Sinora 7 point plan through the national democratic and internal dialogue in order to extend its authority over its own legitimate armed forces’ so that there will be no weapons or authority other than the Lebanese state.

Primarily, the Lebanese Army must be fully enabled to protect the state and then facilitate through means of internal dialogue that the military wing of Hezbollah and all military groups are disbanded.

IUSY unconditionally supports the creation of an International Tribunal to judge those who committed crimes against the former Prime Minister Rafiq Hariri and his colleagues, as well as other assassinations committed before and after these murders, including that of the Industry Minister, Pierre Gemayel.

IUSY calls upon the international community to work towards a solution to the conflict over the jurisdiction of the Sheba Farms. IUSY supports the call to place it under United Nations jurisdiction, which we believe would allow for a regional dialogue as stipulated in initiatives such as the the Saudi Arabian initiative as a first step in diffusing the tension in the region and call upon both governments and the international community to ensure the well-being and security of both the Israeli and Lebanese people.

IUSY gives full support to the efforts for economic recovery, social reform and reconstruction in Lebanon and joins those international organizations in the call to use the Paris III Conference as a mechanism for this. IUSY also calls upon the international community to contribute to these efforts. Furthermore IUSY firmly believes that the European Union must play a key role in these actions.

IUSY calls upon the international community to assist Lebanon in ensuring the deliverance of the maps of the landmine fields on Lebanese territory and considers this to be a basic humanitarian act.

IUSY will continue to give full support to its member organization PYO and the Progressive Socialist party in their courageous efforts in ensuring a peaceful future for all Lebanese people.

IUSY recognizes that there is a need to address the broader context of the crisis in the region, which must be addressed as a part of a comprehensive effort to bring peace and stability to the region. IUSY recognizes that the international community faces two choices in the region, it can either make strong efforts to recuperate the peace process or choose to stand aside and allow for the degradation of democracy, stability and peace. Thus, we call upon the international community and the Middle Eastern States to organize an international conference on peace in the Middle East in order to prevent a further deepening of the current crisis. We believe that the aforementioned elements laid out in this declaration are the basis for the revitalization of a peace process between Israel, Palestine, Syria and Lebanon.

Furthermore, given the high level of tension in the region, under the auspices of IUSY as a platform for dialogue, greater and consistent efforts should be made in order to optimize all opportunities for discussion amongst the IUSY member organizations in the region that would result in putting forth proposals for action in ensuring peace and stability in the region.

Débats internationaux

De retour de Tours après une vivifiante AG sur la politique Internationale. Le thème de la réunion (merci Adrien, je me demande encore comment traiter l'ensemble des thèmes ;) : ONU, guerre en Irak, Europe, Mondialisation, conflit israelo-palestinien, françafrique, migrations, amérique du sud, Iran, terrorisme, guerres civiles, Liban, Corée du Nord, Nucléaire: Quels sont les enjeux pour 2007.

Départ demain pour le comité méditteranéen de la IUSY où je retrouve nos amis libanais. En parlant du Liban, nous avons parlé de notre visite de solidarité avec nos amis de la Gauche Démocratique en France avec qui nous organiseront mardi prochain une conférence sur le Liban. Cette conférence sera organisée avec l'ensemble des forces de jeunesse du 14 mars et des responsables des jeunes socialistes progressistes du Liban qui seront spécialement en France pour cela. World Social Forum and GPYF

Mes activités à la IUSY.. La préparation du Forum Social Mondial qui se tiendra du 20 au 25 janvier prochain à Nairobi. La mobilisation s'organise dans le cadre du Global Progressive Youth Forum. Ici la présentation des activités du GPYF.

The Global Progressive Youth Forum (GPYF) Activities at WSF 2007
The work of the GPYF at present is mainly focused on ‘Youth and Decent Work’ as part of the Decent Work Alliance. The Decent Work Alliance consists of International Trade-Union Confederation (ITUC), European Trade Union Confederation (ETUC), SOLIDAR, Social Alert, Global Progressive Forum and Global Progressive Youth Forum.

Indeed, this focus allows all three organisations to bring under the framework of the Decent Work Alliance its common work on employment and young people from a European to a global perspective. IUSY’s ‘Rights@Work’ Campaign, ECOSY’s ‘More and Better Jobs’ and IFM-SEI’s work on Child Labour are all vital in ensuring a strong youth perspective in the global employment agenda.

A number of activities to be undertaken at the WSF will be co-ordinated under the framework of the Global Progressive Youth Forum (GPYF), which will combine the efforts of the IFM-SEI, ECOSY and IUSY.
These activities will be done as part of the DW Alliance.
At the WSF the ‘Decent Work Alliance’ will launch its campaign ‘Decent Work-Decent Life’. It is the intention of the GPYF to participate in the launch in order to ensure a strong youth voice from the beginning of the campaign.
Within the framework of the DW alliance activities, the GPYF will hold a one-day conference on ‘Youth and Labour’ and two workshops on the following issues:
o Rights@Work and Employment for Young People (to be done in co-operation with the youth of the international trade union organisation)
o Decent Work in Africa: what should be the priorities? Why? How?
Also within the Decent Work Alliance framework, the GPYF will launch a campaign on Child Labour, which will be lead by IFM-SEI.

Africa’s Time has Come!
Following a recent lobby activity undertaken in conjunction with ActionAid International on Economic Partnership Agreements (EPAs) at the European Parliament, the GPYF will capitalise on this successful partnership and articulate a GPYF-Action Aid Activity on “EPAs and Africa: what consequences for the African Youth?” within the framework of the WSF 2007. We hope that this activity will prompt member organisations to mobilize around lobby work to influence the negotiations of EPAs in 2007, which will have strong consequences on the development of African countries.
Furthermore the GPYF will organise a meeting of the participants from its member organisations present in Nairobi and African NGOs comprised of young people who are involved in the Global Coalition Against Hunger.
In view of the planned EU-African Summit in 2007, the WSF provides an opportunity to facilitate a strong dialogue between our European and African Member Organisations present in Nairobi. Therefore the GPYF strongly urges their European Member Organizations to send representatives to Kenya. It is proposed that the GPYF will outline at the WSF what its demands will be within the context of the EU-African Summit in 2007.

ECOSY seminar "More and Better Jobs"

J'étais hier à Werftpfhul, à côté de Berlin pour l'ouverture du séminaire ECOSY "More and Better Jobs". Deux camarades du MJS y participent d'ailleurs depuis aujourd'hui. Voir le programme ici.

Népal, l'accord passé inaperçu

Actualité internationale, on parle beaucoup ces jours-ci (et c'est bien normal) de l'éclatante victoire des démocrates aux élections de mid-term américaine. Je n'y reviendrai pas sur ce blog, tant les analyses sont nombreuses dans la blogosphère (aller voir ici par exemple). Aller voir aussi le site de l'ami Daraka, ancien représentant des YDS (Jeunes démocrates socialistes américains) à la IUSY.

Je reviendrai donc ici sur l'accord de paix historique signé au Népal entre le gouvernement et les rebelles maoïstes. Bref retour sur les récents évenements. Brutal anachronisme, l'année dernière le Roi dissout l'Assemblée Nationale et se proclame monarche absolu (voir ce que j'écrivais sur la question ici). Révolte populaire, durement réprimée (voir le communiqué de la IUSY ici). Mais rien n'arrête le peuple en colère. Avec le soutien de la rébellion armée maoïste, le roi doit reculer. Il rétablit les partis politiques et l'Assemblée Nationale. Un premier ministre est nommé, membre du Parti du Congrès Népalais. Les maoïstes soutiennent sans participer. Le roi reste roi (ca reste un compromis) mais est déssaisi de l'ensemble de ces pouvoirs. Aujourd'hui, et c'est la logique de l'histoire, les maoïstes signent un accord de paix. Les maoîstes s'engagent à abandonner la lutte armée et accepte de participer au gouvernement. Election d'une assemblée constituante l'année prochaine avec une question en suspend (divisant les partis politiques et les maoïstes): le roi restera-t-il roi ou le Népal deviendra-t-il une démocratie? Tout est ouvert. L'institution royale est traditionnellement très populaire au Népal. Cependant, la mascarade de l'année dernière a profondément décrédibilisé le roi et ses proches et dégouté les népalais. Espérons que le Népal retrouve la stabilité politique et une démocratie pleine et entière. Cet accord de paix donne espoir.

IUSY Statement “ Building a momentum for peace in Nepal”

For almost a decade Nepal has been hindered by a civil war that has killed almost 15,000 people and forced over 100,000 others to flee their homes. On the 7^th November we have seen a momentous step forward with the announcement of an agreement between the multi-party government and the Maoists in an effort to end the civil war.

IUSY warmly welcomes this historic pact, which we believe offers the people of Nepal an opportunity to end the armed conflict in their country, and to build sustainable peace within an inclusive and democratic state.

The rebel’s agreement with the new government marks a breakthrough for Nepal as the country seeks to restore stability to a political system still in turmoil after the Maoist backed uprising against the autocratic King Gyanendra. The agreement reached at midnight on Tuesday has been warmly welcomed by Nepalese politicians.

Nepal's rebel leader, Prachanda, has said the Maoists will use politics not violence to "meet the aspirations of the people's longing for peace". "Our experiences have shown we could not achieve our goals through armed revolution so we have chosen the path of negotiation and formed an alliance with the political parties," Prachanda told a news conference in Kathmandu just hours after the accord was reached.

As part of the accord the Maoists have promised that the parallel state which include parallel justice systems and ‘peoples government’ in much of Nepal would be dissolved once they entered government.

However IUSY is concerned that the agreement is silent on a ceasefire and human rights accord and on managing the Maoist militia and does not criminalize Maoist intimidation and extortions. The Rebels have stated that they would only respect human rights and democracy and the rule of law "when a new constitution and a new government is formed". IUSY urges all parties involved in forming a new government to ensure that measures must be negotiated and put in place in order to protect the human rights of all Nepalese People, without this a sustainable peace will not be reached.

Strong efforts to implement democratic change is crucial

The two sides hope to sign a comprehensive peace agreement by November 16, dissolve parliament and form an interim parliament by November 26. Nepal's transitional government will be formed by December 1. Before that, parliament will be expanded to take in 73 Maoist members, only two fewer than the biggest party, the Nepali Congress.

The thorny issue of the future of the already disempowered monarchy will be determined at the first gathering of a constituent assembly due to be elected by next June. A simple majority will decide the institution’s fate.

UN Support is essential in making peace in Nepal a reality.

In August Nepal’s Government and the Communist Party (Maoist) sent letters requesting UN help in areas ranging from human rights monitoring to electoral observation. This move followed a 10-day UN assessment mission to the country, during which time the Maoists also announced they were extending a three-month ceasefire.

Already under the newly announced peace accord, the rebels' will place their weapons under UN supervision. Furthermore, before the assembly election the rebels will be confined to seven camps. They will keep the keys to their weapons but will be separated from them and the UN will closely monitor the locks. IUSY hopes that this step will bring about an eventual decommissioning of arms amongst the rebel groups.

IUSY urges the UN and its Secretary General Mr. Kofi Annan to respond promptly to the newly shaped political environment in Nepal in order to ensure a strong support for the peace process which we believe will assist greatly in maintaining the momentum for peace by assisting all sides of the conflict in carrying out fully their commitment under the peace agreement.
